Professional Experience
Leisa Baldwin-Rodriguez is the finance director for the Harry Reid Center and is responsible for the financial management and business operations.
Baldwin-Rodriguez began her career as the administrative assistant for the Q.A. Laboratory at the Environmental Research Center (now the HRC) in 1982. At that time she managed the EPA Superfund grant responsible for the handling and analyses of hazardous waste from sites such as "Times Beach" and "Love Canal".
In 1984, Baldwin-Rodriguez relocated to San Diego and for nine years was the business manager for the Bursar's Office at the University of California, San Diego. She managed departmental state and soft money accounts including monthly financial reporting, proposal requests and fiscal close-out. She also handled all human resource, payroll, travel, and supply and equipment procurement as well as represented the University as bankruptcy representative for the student loan department and was the employee emergency loan officer.
Baldwin-Rodriguez rejoined the HRC in August of 1995 as the grants and contracts manager and in 2005 became the finance director for the Nuclear Science & Technology Group. In this capacity she assisted program directors and principal investigators with preparing grant proposals for submission to government and private agencies, prepared detailed financial budgets and management multi-task programs campus wide. She managed all grant and contract accounts from "cradle to grave", insuring compliance with all federal, state and university regulations.
